if you put it in an envelope and slap some stamps on it and ship it out, there's no insurance and there's no tracking. If you never receive the package, or it gets damaged in transit, would you hold the vendor responsible? Also consider this -- On the vendor side, there's also increased fraud risk because there's no proof they sent the customer the products; it becomes simple for a customer to claim they never received the parts they paid for with the credit card company and have the charges reversed.
